Municipal services platform

Town halls issue documents and take appointments; both were counter-only processes with all the queuing that implies. The platform moved them online, alongside a school enrolment flow and the geographic layer that decides which school a given address belongs to.

The sectorisation maps were the interesting half: catchment areas are redrawn between school years, so the deployment of a new map had to be a scripted, repeatable operation rather than a manual one.
